Outboard won't stay running.

Hi guys I'm new to Iboats and to working on outboards so bare with me here.

I recently got a 96 evinrude E115GLEDR and have been trying to get it back running. The engine sat for about 3 years and was running good when parked. So far I've installed a new battery,new ignition switch, new starter, new vro pump, new plugs, new lower unit oil. Did a carb cleaning and rebuild.
The first problem I noticed when trying to turn her over was she idled fine for about 10 min on muffs but I noticed gas leaking from the bottom carb "BB" whole. I read in a forum that I should just plug the whole so I did. Now the engine will fire up and only run for about 10 seconds and than will slowly die off. Secondly I don't think I have adjusted the floats correctly. I read some posts saying they should be level with the carb bowl gasket and others that say they need to be tilted slightly higher in the front. I'm not sure witch to go by I've tryed both positions and still have issues. Any suggestions will be greatly appreciated. As I'm knee deep into this project and am at a stand still:/.

I forgot to mention I also have replaced the fuel line bulb and tryed to rig up a different gas tank and got the same results.

Does the fuel bulb hold firm with engine off?
If floats are incorrectly adjusted the bulb wont hold tight and gas will leak into carb. When engines on that will happen the whole time flooding the engine and pouring fuel out.
Post a photo if you can of the hole you plugged

Yes the bulb holds firm when just sitting. And I don't notice any gas or over flow when I check on it after it's been sitting.

One thing I did notice while installing the fuel pump. I replaced the pulse limiter, the hose to the old one was filled with muck. And the old pulse limiter itself was as we'll. when I saw this I thought I surely found the issue but after cleaning the line and installing the new one still got the same results. I didn't have a torque wrench so I'm n

I'm not sure if I got the new pulse limiter in to the correct torque. Could thus be the issue?

Not likely..-----The pulse limiter is nothing but a flow valve.-----------The fact that it was plugged is a concern.-------I would do a compression test first and foremost on this motor.-------Post a picture of the hole you plugged.-----Did the other carburetor have a lead shot in the same hole ?

Yes all the other 3 carbs have the BB in the hole. I'll try and post pics soon.

I did a compression test at WOT and the readings are 125 on 3 cylinders and only 110 on the 4th. The low one is on the top right side of the motor. Any ideas on what to do next? And would these readings be the cause of this engine not running?

I took out all 4 low speed idle screws that are located behind each carb on the manifold and blasted the screw holes with carb spray than reinstalled the screws to seated and evenly backed each one out 1/2 a turn until finally decided to idle:).
