Outdrive fluid---What is milky?

Got the boat home today 1991 Caravelle, 4.3L OMC Cobra Outdrive. She started right up on the muffs with no problem. Didn't engage the propeller, just ran it for a minute in neutral. Then checked the outdrive fluid and I'd describe it as green and frothy. Many air bubbles. Is that what you folks mean by milky? If it is, I know that means water in the drive but how do you determine which seal to replace. Aren't there many? How much cash am I looking at to fix this? Any thoughts would be greatly appreciated.

It's definitely not white in color, it is green and seems to have a lot of air bubbles in it. Any thoughts? Is that normal?

I just wonder whether the water that is the drive is from condensation over the winter. Is that a common thing? I would think that some condensation does develop with the changes in temperature. Any thoughts?

The color looks fine....green. But the fact that it is kinda frothy is what has me concerned. Should I not be? Everyone on here says it will be "milky" white if it has water....that is definitely not the case here.
