Are you absolutly sure where the water is coming in at?
There are a lot of places on the transom sheild that could allow water to leak into the boat, so finding out exactly where it's coming in at is the first thing you need to do.

PS: Silicone is for houses, not boats, and should never be used below the waterline.
I know props don't leak, but can water gaet thru the splines? What are bellows? I am an Aircraft mechanic and don't really know much about boat out drives. I just want to fix the leak.

Mitch 817-714-0599
There are shaft seals down there where your prop is installed. The bellows is the rubber boot that the ujoints go through, between the motor and outdrive.
You have three bellows on that puppy. Shift cable bellows, u-joint bellows and the exhaust bellows. Kick the outdrive to one side and look at the conditon of the "rubber hoses" (bellows) and check for dry rot or holes of any kind. Then kick the drive to the other side and recheck. You really got to find out exactly were its leaking to do the proper fix.
Prop seals do go bad but you will get water in the lower unit and not in the boat. Water in the boat comes normally from a bad u-joint bellows, a bad shift cable bellows or the oil seal in the bell housing.
Do you have a manuel? If not you really need one. Look at it and see if it is something you can handle. Look at this link, it should have your drive in there somewhere.
http://www.boatfix.com/merc/Servmanl/srvcovr.pdf
