outdrive off prop spinning 1 way good other way ?

Ok now i have a new situation, my outdrive is off the boat, and i checked the outdrive fluid and it looked perfect,my question is ive never had one all the way off and my prop spins one direction with a little play cockwise, when i try to spin counter clockwise it clicks and sometimes just stops.If you go clockwise again and then turn it counter clockwise it will spin while clicking, sometimes for as long as you want to turn it, other times it stops.I am not using alot of pressure but im thinking maybe a gear has a bad spot in it any thoughts on this.(or is this something normal)

Off the boat it has nothing to hold it in F-N or R. The weight of the dogs will slide it in to F if you tilt it forward or R if it is tilted rearward. Any where in the middle it could be, well anywhere in the middle.

If you turn the shift are to face straight forward it will be in F.

no im just spinning the prop,ive never had an outdrive off before so this is like rocket science to me.The previous owner took it off when he changed the motor

oh ik thanks that would explain why sometimes it will go counter clock wise with no probem other than clicking and sometimes it just stops
