outdrive pressure test

performing a pressure test of my outdrive, pump up to 12/14 lbs. pressure drops to 10 lbs. and stays there, took back to higher pressure twice and still drops to 10 and just stays there. the test kit says test for three minutes. i've waited 15 minutes so far still at 10. will let set for a few hours and see what happens.If it stays at 10 should I let it go or start digging in to see why it is leaking down to 10 ?

yo also need to do a vacum test on that drive. the input shaft seal is only designed to seal oil in, if its failing a vacum test will find it. all pressure/vacum specs are in the manual someplace.

flea bay purchase, no brand name,maybe my mistake for not consulting oem
manual on test pressure. but kit instructions said 14 not to exceed 18, still holding at 10 lbs. been an hour, will do a vacuum test, how many inches vaccum should the test be performed ?

Odd thing is, the manual says nothing about pressure and vacuum checks. They do in tech school, just not in the manual.
With the vacuum check you probably won't hold more than 8 or 9 inches of vacuum due to the design of the input shaft seal. But you should be able to pressurize to over 10 psi. IF not, you have a leak. Use a spay bottle with a little dish liquid in it and have some one keep the pressure pumped up to 15 psi while you spray the solution over all the seals and look the leak to blow bubbles with the soapy water.
