Outdrive Question!

I have a question regarding a screw I took out on the outdrive of my OMC. The screw I took out, I thought was a water darin, it is on the port side and is just behind the mounting bolts. There was a plastic gromet and there is a large flat nut on the inside. I am just wondering what this is for? Like I said I thought it to be a water drain so I took it out but when I went to put it back 1. the gromet broke 2 the nut fell down inside. I pulled the outdrive to change oils and seals and managed to retrieve the nut. I guess I am looking for the info on this gromet, where can I get another and what it is all for.

I haven't read where that retainer has been retrieved by any method besides removing the drive and inverting it to bring the piece to the hole.
no one knows what that hole is for. many have removed that plug though.

I think the engineers put that plug there to add insult to injury... I call it the Cobra owners second mistake... :)
