Outdrive Raises but trouble lowering??

My outrive raises with no issues, but when it comes to lowering it is very slow and sometimes will not move at all unless in forward. I have purged the system and taken off and looked at both cylinders. One seemed ot be stuck but i loosened it, although it has a spot in it near fully retracted that was tuff but no other issues?? moves fine for rest of movement now.

check your fluid to be sure its above the add line. Then have someone stand on the drive while you run the switch in the down postion. Once its down all the way run it back up and see if it then goes down more quickly. you might have to do it a few times. Its often just an issue of priming the fluid in th pump that way.
