outdrive trim gauge inop?

The gauge always reads up. What should I check for to be the cause of the gauge not working?

My trim gauge either reads all the way up or all down. My problem was with the sending unit on the starboard side of the outdrive. Mine is an Alpha I don't know how different yours is. Mine is a round disc about 3/4" thick and 2" in diameter. You may have to turn the outdrive to expose it.
