Outdrive won't turn

Hey everyone. And don s who I'm sure will answer this question ha. Have a 1988 Chris craft amerosport 262. Engine is 5.7 that runs thanks to this site. Outdrive is a volvo penta Duo-prop. Problem is the outdrive won't turn. The steering wheel turns a bit. Maybe 2 inches in either direction. You can feel the cable moving when you put your hand on the steering cable hosing. It has no affect on the steering ram (guess that's what it's called) whatsoever. Had the girlfriend move the outdrive back and force while I watched the plate connected to the steering ram. It moved and so did the nuts at the ends of the steering cable(where it connects to the steering ram) but the outdrive only moves about 2 inches in either direction as well. Before introducing wood and BFH thought it wise to post here. Thanks to everyone here and their advice. It's appreciated

Disconnect the steering cable from the arm attached to the drive. Then see if the drive will move full travel.
Post a picture of how your drive hooks to the steering inside if you aren't sure what to disconnect.

That BFH can do more damage if not used right!!!
Never hit the end of the steering cable.
Like Don suggests, unhook the steering arm and try turning the wheel or drive.
Just hope it's the cable?
