output on rectifier

have a 1986 140 evinrude, I have a clmers manual but is not helping Whats the voltage from the requlator on the red wire to ground(dc) and the yellow wires fron stator, its a brand new stator, possibly defective? also new power pack, have done output tests Im only getting 12.45 volts at red and ground on terminal strip

another bit of info, the tach works all the time but if I hit the trim switch the tack drops down then recovers

18 - 20 volts a/c form stator on the two yellow wires.Output of rectifier will be anywhere from 12.5 - 14 volts d/c at higher engine rpms and will vary depending on the battery state of charge.
