Both. I would grind a taper to the edge of the hole on the outside, rough up the inside, and then layup on the outside and inside, basically sandwiching the edges of the hole between new fiberglass. Then gelcoat the outside and you are done.

transom and stringers look to be shot from looking at the pics, the bottom of the knee brace is rotted and stains running out of the holes in the back of the transom tell their story.
Neat looking boat, I'd love to get working on that.

If it were me, I'd clean up the hole first from both sides, then I'd place material on the "outside" flush with the gelcoat surface as a mold.

Then I'd lay up from the inside starting with a layer of matching gelcoat followed by some mat, then fabric for structure.

Done right you'll need to do very little work on the "outside" to get a new-looking repair.

Anycase.. Scuff/grind/scratch the heck out of the inside as much as possible..Tape the outside ( no grinding outside yet ). ACETONE the crap outa that spot..Prewet 2 x 1.5 oz mat and 3x 1708 on a piece of paper.. resincoat inside.. grab your wet "bandaide" ( with gloves of cource..and some sleeves).. reach up there and smooth out as much as possible. The edge is most important..

After cure..grind outside to bevel ( try not to hit your radius ). layup with mat/1708 till flush. sand/prep/gel .. you know the rest m8 :)

Both po's tell me she cuts through waves like a hot knife through butter. And I remember the ride in a friend's dad's Pacific Mariner when I was a kid. I do believe it was a 20 footer with a 150 Merc ob.
