my 1995 30 hp evinrude has a round plastic electrical part on the front of the moter below the start button what is this

no djohns its on the bottom side of the motor and its round hard plastic with 4 small holes in it and three wires connected to it it almost looks like a speaker

Sounds like you are describing an engine alarm beeper.

ob do they put those on the smaller motors i.e.30 hp

Without knowing your engines model number all that I can confirm is that you at least have an overheat alarm on your 95' model.
