over heat, leaking up in midd section under pwr head????

hi, i have just brought a 1994 jhonson 90hp v4(no vro,no other sensors)carbs rebuild by me..... and the alarm was sounding on high revs...touching the block i can only keep my hand there for a bout 2 seconds before it burns me....doesnt matter weather its in water or on ear muffs the block is really hot...the alarm does not go on when on muffs only when ur in water and get up on a plane..both banks are hot..
i put in a new thermostst kit (thermoststs,pressure vavles) and nothing changed still gets really hot...it was pumping water really good out the pisser and i also removed thermo hoses and water was flowing fast.
i pull the water pump and orded a new water pump kit(not just the impeller the whole kit)
i put a garden hose on the water pipe that comes from the pump to the block (leg removed) and i noticed that there was water coming out next to the water pipe where it joins to the block (looking up the midd section with a torch)
there is still good flow thru heads etc with garden hose turned right down..
is there meant to be water coming from there?????
it doesnt look like its coming from pipe but i cant see it a 100%...
please dont tell me i gota pull this motor apart but if i have to i have to...im in australia and its nearly summer please help...

Before anything else, make sure that the thermostats (vernatherms) are working properly and that the water passage deflectors are correctly positioned.

yeah i double check stats and when i had running on hose at cold stat up with my hand at bottom of leg there wasnt much water coming out and it was cold but when it warmed up i could feel the gush of warm water stat to flow..
with engine cold and not running with hose turned on there is no water coming out stats.
does that mean there working probly????
i havnt checked the water passage deflectors yet...is it a must?
sorry i forgot to had that the reason i changed stats was because the springs where broke and the over heating made me look at them first.
my main consern is the water coming out next to the water tube which to me would lose pressure but im not sure.
i will take stats out again just to rule it out
