over heating issue

so i got a 89 vision with a ford 2.3 in it and for the last couple years i have been having a overheating issue. it will only overheat when the boat is idling or just putting slow thru a no wake zone. if you have the throttle at a quarter or more it runs cool. i have replaced the impeller the housing, t stat back flushed it and all the dumb stuff and still cant figure it out just wondering if anyone has delt with a simalar prob and knows of a fix. thanks

You may have something plugging up in your cooling system.your engine needs air intake so dont have junk piled up under the back seats cause that is where your air route is coming from.Get an OEM service manual for cobra drives.Searayman from ebay sells them.Try running with the blower on,its not going to hurt anything.
