Overheat alarm only after restart

1996 mercruiser 5.7 magnum:
new to me boat and had it out for about 2 hours. No issues idling or under any RPM range. The temperature was around when 170 F. The only time the motor was shut down was back at the dock for about 10 minutes. Upon restart I had an immediate overheat alarm which looked about 200 F on the gauge. As soon as I put it in gear the alarm went off. I did a thermostat inspection and test and it opens and closes as it should and is rated at 160F. The only thing that I can find was the gasket looked like it was torn

its called "heat soak" .unless you let an engine idle for about 5 minutes after a long run or a hard run
