Overheating on my 70hp evinrude

Ever since I put the t-stat in that was missing when I bought the boat it's been overheating. I've moved the water indicator for the pee hole from the lower exhaust manifold cover to the top of the block per the service bulletin, still overheats. Checked the t-stat in boiling water and it opens and closes. I have 130psi at all three cylinders but feel that I just blew the head gasket as I was putting it on the trailer because of the white smoke/steam that was coming from the exhaust. It ran 160 degrees on the muffs earlier then I took it out and the temp shot up. While on the muffs the exhaust housing gets really hot.
I wish someone could help me out with this! I'm almost tempted to pull the head off. Water pump has also been replaced and seem to be fine.

either head or exhaust gasket.
