Overheating problem

1990 Seaswirl Sable Cuddy 5.8L OMC Cobra Stern-Drive. When idling or moving at really low speeds, engine heats up and temp gauge starts to redline, but at high speeds, motor runs cool (Normal Temp). Motor is tuned, new impeller, new thermostat, water pump is not leaking or making noises, and there are no leaks. Has me stumped?

first question, what type cooling system, raw or fresh water?

same thing on mine last year......... impeller in engine came loose the blades were worn, closed cooling system good luck............

My cooling is a fresh water system and the impeller is in the outdrive.
