I think the holes for screwing the rod holders go into a wood backing on the '85 Outrage. I had no problem with the rod holders on my '81 and my '83, but here is how I dealt with stripped out holes for the screws that hold the bow rails on:
I drilled out the holes to 1/2".
One one boat I epoxied a piece of 1/2" hardwood dowel into the holes about 1/8" below the gelcoat surface and drilled them to accept one-size-larger-than-original SS wood screws. I then sealed the holes with gelcoat patch.
On the other boat I drilled the 1/2" holes, but instead of hardwood dowel I got some Whaleboard samples and made 1/2"x1/2" plugs and epoxied them in level with the gelcoat. I then drilled and tapped the Whaleboard plugs for 1/4"x20 SS machine screws.
I don't know how well the wood dowel fix worked long term, but short term it was solid. I am sure the Whaleboard plug fix worked because on later BWs all the screws are backed by, and machine screwed into, Whaleboard backing.
