Packing washers

I've got 1 red and 1 gray packing washer on each Low Speed Needle. Do I need 4 washers per needle? What order should they be?

I'm chaising what appears to be a flooding problem from one bowl (starboard). I have rebuilt the carb and I've got a strong 1/4" blue spark using a tester. Compression is 85psi for both the 2 and 4 cylinders (old guage). In more than one diagram I've seen what looks to be 4 washers per needle. (Needles themselves look fine without any grooves) I've done a search but found mixed answers. Just looking for confirmation that two washers is correct, and maybe another area to check.

The red washer is not a packing washer, it goes under the orifice access screw. Two washers should be enough around the needles.

OK, want to make sure these are right as they came loose in a bag...

Two grey packing washers topped with a clear plastic washer on the needles.
The red ones go on the drain plugs covering the high speed jets?

I'm not sure what "the orifice access screw is". Is it the drain plug covering the high speed jet?

Does the Starbord bowl supply the Port cylinders 2 and 4?

Follow-up...
In my case the previous owner mix/matched washers. It turns out that one plastic followed by two cork and then capped by another plastic, does fit. I also put the RED washers on the drain plug screws.
It works great now...Thanks for all the input.
