Painted on Waterline Removal

Just purchased a boat. It has a painted on water line from the previous owner. From what I can tell the paint is on top of the gel coat. It hasn't been repainted in a couple years and I'd rather just remove it than repaint it. How should I go about this? I was thinking I could use some ultra fine sand paper to just hit the strip, then restore the gel coat underneath it. Or is it simpler than that. Maybe just come paint thinner or acetone to take it off?
