normally the adhesive gets all cleaned up, as well. If the tiles were asbestos, more than likely the adhesive is, too. Don't get yourself caught bringing those tiles to the dump, or putting them out with the trash... The EPA will skin ya.

If it does stick, I'll guarantee you it won't be for long. Epoxy needs a good surface to adhere to, If your going to go through the process of painting it, cheaply or not, spend the time to prep the floor correctly. Which means get that thing cleaned up.

Now as far as the asbestoes residue, the good people at OSHA and EPA have always said, "If it ain't broke, don't fix it", when it came to asbestoes. Meaning, if you have it in your home and it is not damaged, leave it alone and it won't hurt you. But since you've already gotten this far, I would do two things, one, make sure it really is asbestoes, and two, I'd be wearing a respirator and goggles while working down there. Once you've got the fibers in you, they will never come out and never break down.

Wear the proper mask, rent a concrete sander and or you might want to try a stripper first but be careful that stuff can burn but one thing is sure it needs to come up, and another option is a concrete stain if you can get the glue or tar up.You might want to try the stripper first let dry and follow up with the sander good ventilation is a must no matter which way you go
