I'm painting the hood on my 75 hp and I have it all disassembled. I'm wondering if there's trick to painting the black background on the badges where the lettering is raised and unpainted. All I can think of is hand painting them. What type of paint will stick best to the bright aluminum?

If it's bare aluminum and it's sitting waiting for you to paint, it's already started to oxidize...so, clean it with vinegar/water mix (very dilute), dry it, rinse it, dry it and then use a self etching primer. Most color paint will just flake off of bare metal. Post a pix so we can see what you're up against.

Smear vasoline on the raised lettering you don't want pain on.
Spray paint the whole thing, let dry. Wipe off the vasoline to reveal the raised lettering.

Works great on painting rims when you don't want to take the tires off too.
Wipe on the tire, paint rim, wipe off...;)

Here's the Electric Start badge. There are also bright aluminum trim pieces on the recoil starter door and below it on the front of the cover that are partially painted blue.

Don't know if your needing any decals for your engine. I am working on a old Mercury 1978 500-50 and was needing decals . Since they are no longer available a few guys here on iboats recommended this guy:

CNCSigns@yahoo.com

I have not got with this gentleman as of yet but will be in the near future.
