i need the ring or collar that you see just behind the prop that has two allen head bolts holding it to the lower unit.
i don't know what you call it.
this past winter it cracked right around the lower allen head bolt. i don't know why it did. i emptied the lower unit of all the oil and water thinking that there wasn't any thing to freeze.
i was wrong.
can this part be welded to repair it???

It is possible to weld it since there is an O-ring seal inside but you must have a very experienced welder with fine welding skills.---There is not much meat there.

That ring is called the bearing carrier and holds the rear ball bearing for the prop shafy. The O ring sits in a groove about 3/8 inside it and seals that part of the gearcase.
