part name and function

have 1972-73 130hp. Chrysler ,on top of the Distr. there is a bent bar with two screws holding it down with an electrical part above it what function does this have and the correct setting and the name of these parts .also i did a carb a link sync. motor seems to run fine but when i shift into reverse it revs. up high whats the cause and cure is it shift lincage or throttle or what seems to be minor problem .

The part you are describing is the neutral interlock. When the engine is in gear and timing advanced, the switch rides off the bent metal cam and the starter can not be energised. This old system was later changed to have the switch below the carb and a cam on the shift lever. The reason is: Since with the ols system the engine can be shifted into gear without speeding up, it is still possible to start in gear. Since the new switch design has the cam on the shift lever, If the engine is not in neutral, it is not possible to start it---much safer.
