patching holes in the console?

hey everyone. when i was installing the radio on my console i noticed holes that had been patched earlier. it wasn't fiberglass. is that something commonly use in marine repaired? what is it? cause it worked well enough for me not to notice

it is allso possible it was gellcoat.
