Peening thumb screws

I recently got a good set of used thumb screws and washers. Much better than the ones that were originally on my motor. There is still plenty of metal to peen over, I just can't get a good "hit" on them. Being centered on the transom bracket doesnt allow for the traditional method. Anyone got any ideas.
