Penetrating epoxy?

I talked to a helpful guy at Fiberlay (Seattle) and he suggested doing a layer of penetrating epoxy prior to doing a regular epoxy for sealing the new plywood floor and transom. He didn't push real hard but was a "suggestion".
This question is for those who have done sealing of floors and transoms for waterproofing only. Would you also recommend this as well? or is it unnecessary? I am not doing any glassing as I feel the chosen plywood will be more than sufficient structurally.

I have rotten stringers, and have been doing a lot of research.
It seems than un-thinned epoxy is no good, and thinning regular epoxy is no good. Unless you use non-solvent epoxy..... Read up, tons of info

Their CPES ( clear penetrating epoxy sealer ) is pretty much the best you can buy. I don't sell it, have nothing to do with the company but I highly recommend it for your situation.

Here is what they have at www.fiberlay.com for their sealer resin.
S-1 clear epoxy sealer is a 1:1 ratio by volume, extremely low viscosity, penetrating epoxy. Used as a preservative and protective sealer for wood, metal, concrete and fiberglass. Also provides a waterproof barrier to inhibit rot, rust, freeze-thaw damage and osmosis. Suitable for both interior and exterior finishes above and below the waterline. When used as an exterior clear finish over wood, S-1 must be overcoated with varnish or a suitable polyurethane to protect from UV rays.

Then they have the traditional epoxy resin also in their catalogue:
Epoxy resin featuring 100 percent solids (no VOC's), low viscosity (allowing fast and efficient wet out of reinforcement material), relatively clear, low odor and toxicity. Use with 3 Hardeners namely 3102,3103 and 1343

Thin your catalyzed epoxy with 10% xylene. All the penetration you need. It will take a little longer to cure. Going to 15% really lengthens the cure time.
