Permanent Fuel Tank

I am considering adding a permanent fuel tank for my 76 Johnson v-4 85HP; There seems to be a requirement to vent the tank? via penetration through an area in the aft section of my fiberglass boat; do I have to make two holes in my boat? 1 for the fuel fill and another for the tank ventillation?; what is the purpose of this? Is there an alternative to drilling all these holes in my vessel? Your help is appreciated.

The tank must be vented to keep from pulling a vacuum in the tank by the fuel pump. The vent is vented overboard to prevent overflow from puddling in the boat.

I do believe they make fuel fillers that have a vent built into them. This may save you from drilling extra holes. Check with West Marine.
