I was wondering if this what a pickup tube is suppose to look like.

Looks fine, for a shallow tank. The pickup should extend to within a 1/4 inch of the bottom of the tank, just long enough to suck most all the fuel out but not so long as to restrict flow being too close to the bottom.

Any cracks and it sucks air and you run out of fuel, at whatever fuel level you have in the tank.

What you have pictured is an anti-siphon valve mated to the exterior end of a tank fitting, with actual pick-up tube attached to the interior end of tank fitting ...
