My boat was in storage for a few years and my buddy who was the last one to use it did not run the gas out or put stable in it. Took it out last weekend and it ran, But it did starve for gas now and then. Today I pulled the carb off and found what looked like porridge... just thought some of you guys would like to see pics of the mess in the float bowl

That is not 3 year old gas. That is water that has sat and jelled up in your bowl. Unfortunately, this crud reeks havoc on your jets and passages, so you will want to do a complete rebuild on your carb.

Would the water have been from the ethanol blend gas?

There is no way to tell if its from the ethanol in the fuel or just because it's old unless you have it analyzed, MTBE is actually a culprit in gelled fuel. Any type of fuel can be trash in 3 years, it makes no difference whether it's a blend or not.

Just clean it all out, put a good inline filter in place and you should be fine. The inline filter is needed because there may be more of the same in the tank.

Yeah I cleaned the carb out, Put on a new inline filter and drained the tank...also checked the pickup screen in the tank. Runs like a top again.
