YEP! But a 6 ton press is better because of the jigs that would be horizontal in a vise, and the vise needs to be an extra large one to clear the prop.
Use a socket or something big enough to clear the back of the hub (engine side) and a driver that will bear on the front of the hub (Prop nut side). A press has a lot more mecanical advantage than a vise so if you insist on using a vise, be prepared to use a bit of strength. If the hub comes out easily, that usually means the rubber is shredded or destroyed.
Usually the rubber "donut" will have failed. Sometimes it is shredded and sometimes it is just worn. If it is just worn, you can press it back in with plenty of silicone rubber RTV and it just may be serviceable.
To press in a new hub, use a tapered roller bearing cone about the same size small opening as the hole in the prop. Silicone rubber lubricates extremely well and the hub will press in easily.
