planing problem

I just bought a 1994 BassTracker pro18 Jet with a 90hp merc powerhead. Just what i wanted however I have never owned as jet propelled boat before and I have a few questions about the expected performance. First the problem I guess I don't feel as it is getting on a complete plane, almost there just not quite. What I know: there is a bog down at WOT, but I'm running 25-30mph (gps). compression is 115psi,110,110 on the cylinders and at WOT I'm running 5000 rpm. So am I crazy to think I should be move faster? I was also told there is a 30% loss in hp due to the jet pump, But then I was also told a jet boats hp was measured at the nozzel?
Any idea or tips
owners manual says to bent trailing end of ride plate down to trim the boat but it doesn't say how much just says appropriate level And heres the really crazy thing, the picture doesn't even show the plate located where mine is, so maybe mines a add on?.

that sounds about rite for that setup yes 25 to30% power loss at that speed you must be on plane, or you would be plowing at the back (digging in)

ok, So what is this plate on the ride plate. It bolts to the last two bolts of the ride plate and extends about 6"'s it's notched around the anode thing. It look like it was professionally made, But I think it is aftermarket like a trim plate you would put on a outboard motor.
I also think that the carbs need to be cleaned because of the WOT bog down?

So anybody know if this "plate" is after market or not? I'm considering removing it and seeing what happens.
