Plastic Carb Rebuild

So I'm rebuilding my Plastic carbs. 1999 Johnson, Model J150PXEES
The needle valve seat did not have a plastic washer. The kit does include a plastic washer. The online parts diagram does not show a washer. My vote is to leave the plastic washer off.
To include or not, your thoughts???

I left them off on my '98 Johnny 150HPV6. You want some?
Seriously, it will be obvious that they are not used. The float will be way off if you install them.

+1 - Absolutely not used on that model.

If you're bored, you can snug up a the new seat and assemble the needle/float and view the crazy float geometry when the needle seats via gravity. You won't hurt anything.

Leave them off as the gaskets were for the first v loopers that came out.

Ok, the rain stopped, got the carbs back on. Quickest cold start ever.
I was noticing that at full throttle, motor off :), the throttle plates are parallel, but they will open more by hand.
Should they be parallel with the throat or open all the way?

Parallel with the throat. If you go over center you'll lose power.

Still have my warm restart trouble though, runs rough on the hose and worse in the water if it sits for an hour. Smooths out when it warms up. I guess I will try to trouble shoot electrical after it's warmed up? Your thoughts?

I have the same issue. I have given up trying to solve it. I routinely advance the throttle when warm starting, and let her run 30 sec. She is usually good after that....
