Plastic Ring on Back of Prop? Why?

I was just wanting to know what this piece is. It looks to me like it would actually cause drag. Does it allow ventilation for better hole shot? There is a gap between the aluminum prop and the plastic trim piece all the way around.

Diffuser ring allows exhaust gas to ventilate prop for hole shot.

I believe that ring is to reduce ventilation(cavitation)from exhaust gasses in reverse.
