please help 18hp 90's will not take full throttle no power in gear

Hi, I have a 90's model 18hp nissan. Since I got it, it would never take full throttle. I cleaned the carb by taking all apart and found some trash in the main jet. Put back together, no luck. I got fed up with it and took it to a trusted boat mechanic a county away. He again rebuilt carb, changed fuel pump (diaphram), used his gas tank, new plugs (ngk), replaced coil, replaced cdi module, replaced all gas lines, has great compression, de-carbon cleaner in the plug holes, still will only take just over 1/2 throttle in neutral, when I put it in gear it barely has power enough to move the little 14' fiberglass boat. All it does above 1/2 throttle is uuuuuhhhhhh, And it dies alot. What in the world can it be? The only thing left is the flywheel and stator. This is a tiller handle, I was running 50:1 then read 32:1 was also good so started running 32:1 but at either ratio it still does it.

It will foul out at 32:1. You need to take it into a trusted boat mechanic that actually knows what he is doing. It sounds more like the one you used was a random replacement back yard mechanic rather than a real mechanic.

I thought he was a good mech. Everyone I know with a boat uses him, anyways yeh maybe I need a second opinion. Kinda scared to drop anymore $ into it. It was gone for a month and I spent $400 on it already plus the motor was $300. I have a fuel ratio question. Five gallons of gas in a six gallon tank mixed 4oz per gallon to make 32:1 , how many gallons of gas do I add to make 50:1 ?

Basic math. You used 20 oz. of oil. To blend at 50:1, you need to mix it with a total 1,000 oz. of fuel. That's 7.8125 US gallons. In fractional notation, that's 7-13/16 gal. If you deduct 5 gallons for what you have already mixed, you will still need 2-13/16 gallons, which, BTW, won't fit in the 1-gallon space remaining in the 6-gallon tank.
