Please help!!! 3.0 popping on acceleration.

Hello all. I have a 1983 mercruiser with a 1999 carb on it. I have been over the whole engine several times. I have checked compression, adjusted the valves while running, adjusted the idle mixture screws. I set the points at .022 and the timing at 8o. Im not sure if the timing is 100% correct since my engine is missing the indicator. I just referenced a picture to my engine of where 0 is and then set the gun on 8o. I followed the procedure from iboats on setting the idle mixture screw. I checked fuel pressure(good) and I even replaced the antisyphon valve as it was stuck. The carb was just rebuilt. I am getting a popping through the carb on heavy acceleration. If i accelerate slow it revs just fine. When I got to the water it would not rev under a load. So I just timed by ear while i was on water and adjusted idle mixture. The boat ran ok. It still had a stumble on accerleration. So when I got it back to the house I checked the timing and it was at like 23o advance at idle. So I decided to start all over again and I could really use some help on the sequence as if it is a new engine and I was gonna start it for the first time, like where do I start with the idle screw to set the timing? Then how should I adjust the mixture screw??? Please help!!!!!
