Please help! 95 Bayline/Mercruser Engine chugs when I turn engine off and I smell gas

I have only owned my Bayliner for 2 years. Its a 95 Bayliner Capri with a Mercruser engine, 4 cil, 3 liter. It seems to be running rich and chugs every time I turn the engine off. I've also been smelling gas when I turn it off. Could it be the choke? If so, how would I adjust it? Or could it be the carborator? And if it is, how would I figure that out?

It's called dieseling or run on. When this happens, it can kick back and blow gas out of the carb, which is why you can smell it so much.
High idle rpm and quick shutdown after a hard run are the main cause of most engines. Here is a bulletin that covers the problem.
