You don't have an access hole above the jack/ram that hoists the cover? My Wellcraft has one and you can reach in to release the jack from the cover so you can lift it.
If you are getting 12v to that switch and completing the circuit properly, it should lift. If it doesn't, you probably have a solenoid that the switch controls to send battery power to the lift motor/pump.
If this is the case, you will need to power up the entire system in order to get it to lift. For that you will need to get under the dash and find the biggest black and red wires under there and hook them up to a battery. In theory, the largest wires under there should be feeding 12v battery power to everything in the dash, and there should be a comparable ground in there as well. The red wire will likely be going to the fuse panel. The ground could be connected as a separate circuit on the fuse panel, all by itself, with a bunch of other black wires running to it, of it could be on its own block someplace else, but still in the vicinity of the fuse panel. This should send 12v back through the system and even make the switch work as well. This should definitely be enough to get the cover raised.
Alternatively, are there any hinges you can get to and take loose so maybe you can get under the cover enough to hook up some jumper cables?
Once you do get in there, you'll want to make provisions to be able to prevent this from happening again. I suggest you install a couple of battery cables in there that you can run into the passenger area, perhaps under a seat, and tie them off far enough apart that they can never contact each other, then you'll have a place to connect jumper cables in the future, should they ever be needed.
