Please Help, Force with no power

I have a 1987 Force 125. Last yr it periodically bogged at full throttle. This year I cleaned out the fuel filter which was FULL of dirt. Re-assembled and now the motor runs smooth but has NO POWER, Full throttle seems like half throttle, but the carbs are opening fully. please help

The boat deck did fill with water when the cover ripped this winter. It has been cleaned and dried well since, but could the deck and underneath be waterlogged/filled with water and the boat is just to heavy to go?? I am hoping this is not it!!
