The throttle/shift cables simply transfer motion from the control box to the engine. The attachments at each end need to match obviously and chances are they won't. Next, on some engines the throttle works by "pulling" the linkage to increase speed. On others it works opposite. Then there is a mechanical issue called "throw". On some control boxes moving the throttle from idle to wide open perhaps moves the throttle cable 1-1/2 inches. On others it may move only 1 inch, or possibly 2. Then there is the issue of the electrical connections. There is little to no chance that those connections interchange between the two motors. That is why if you are buying a Honda engine it is wise to get Honda controls.
