Please Help -Tilt Unit Johnson 50

Guys, I just got a 2000 Johnson 50HP and the tilt won't work. Could y'all take a look at these pictures and let me know what you think? It looks to me like I have tilt, but not trim. The hydraulic cylinder seems to be fine. You can hear it make that hydraulic noise when the engine is raised and lowered. Maybe the motor is bad?

The motor is way too heavy for me to pick up, so I have to get this thing fixed.

Have you tried adding hydraulic fluid? Mine needs to be topped up every spring. What do you mean by "hydraulic noise"?

It's the swoosh noise, very quiet. I just mean that it sounds normal, like it should. Am I missing a part (or some parts)? What are those three holes/openings at the bottom?

the blue paint, and rust, looks to me that someone converted it to trim n tilt with an older unit. blue paint is older evinrude color.

Any idea what could be wrong with it? Think I should take it off the boat and take it apart and test the cylinder and the motor?

Also, would the fact that that screw is missing mean that it's been full of water and most likely the motor is runied?
