All these things are engine features that came with the years and now let me distinguish between them.
VRO = variable oiling ratio. That is a pump mixing fuel and oil together. Someone removed it from your engine, so you have to premix oil and fuel 1 : 50.
Your engine is supposed to have a rectifier for charging the battery. That system needs an old style non-maintenence-free battery which can withstand some amount of overcharging. Voltage can go up to 16V. Later models have a regulator which prevents overcharging.
Quick start is a feature of younger models. It raises idle rpm on cold engines.
