plug old holes

hi guys my brother just purchased a new yamaha 50 for his 26 magregor and we need to plug the holes from the 9.9. would short strand kitty hair work?

Half inch holes through the transom?

Epoxy sections of 1/2" dowel into the holes with about 1/4 to 3/8" inset at both ends. Fill the insets with more epoxy and finish off with gelcoat
