pontoon cleats

restoring my old harris, the cleats on the 4 corners are one large bolt out of the bottom, i want to replace them but don't know where to get them IMG_E2830.JPG

Bolt is obviously shot, but the cleat looks good. Why not re-use them?

More time than money here (retired), and, I take delight in reusing what is possible. I'd be drilling the bolt out if necessary. If the bolt was originally threaded into the cleat, drill a hole all the way through the cleat and use a stainless pan head screw to resecure it.

It appears your problem is that few people offer single bolt cleats now days. I guess that is because a single bolt cleat might rotate and allow the line to come loose. My first option would be to look for a way to install a two-bolt cleat near the original location.
