poor idle 60 hp mercury mariner

I recently purchased a tracker with a 60 hp mercury mariner the boat was sitting for some time when i looked at it the owner started the boat it ran rough and smoked with a continuos beeeeeeeep I took the boat home and found the oil sensor was bad and the oil tank had water in it i drained the oil cleaned the tank drained out the gas and fired it up it sounded just ok I fiqured it needed some run time I put it in the lake and it ran good at over 1000 rpm but it does not want to idle it will idle for a bit then gets rough a cough and then stalls it starts back up but needs cleared out then back to idle and it does the same thing I suspect the carbs are gummed up and need a good cleaning and tuned does any one know what the idle speed should be and should i just clean the carbs or replace jets also thanks for any help in advance bud

If it is new take it back to the dealer for warranty work IMHO.
