Poor performance

I bought a pro v 16 tracker last year with a new 20hp Mercury 4 stoke. I am only getting about 4600-4700max RPM and about 8-9 mph...the book says the boat weighs about 1100lbs, I am guessing with gear and guys maybe 2000 lbs max...What prop should be on this engine?

You are way way under powered.Get the size off the prop near the base of the blades or under the prop nut.Do a test run with just you and no gear.Get us the rpm and speed.
I've seen a 2stroke 25hp 1100lb boat plane at 19mph with 2 guys,fuel and gear. Your rpm is way low because the boat is not planing and isn't likely to plane.Get us those figures and we'll see if you can do it.
