poppet valve help

Will a poppet valve cause water pressure to drop from 10 to 0 around 4500 rpms. I have a 88 200 Mercury balck max. It doesnt seem as if the impellor in the pump was the problem. Is there much to replacing a poppet on this year and should the thermostats be done also since they are about 9 years old?

At popit valve on a mercury engine thats working right, is closed at lower speeds and as the engine nears WOT the water pressure increases an blows it off the seat bypassing the therostats and allowing more water thru the engine for cooling at higher RPMs
