popping sound

A while back i put up a post that said that my 1995 turbojet was making a popping sound at certain points in the throttle.(not a WOT, or idle). I was told to check the Pulse limiter. That was fine. It also has brand new spark plus, rebuilt carbs about a month ago(one had a stuck float). The engine has never overheated since i have had it. The previous owner told me he put in a new fuel pimp because the previous one was starting to fail. Since i have had it it has always had white smoke coming out of the exhaust, but the boat has plenty of power and it reaches the top speed the manufacturer says it should reach. The old plugs were all equally brownish when i changed them. Not one was excessively clean.I'm kind of stumped because i can't seem to find the problem. What has me even more intrigued is that when i put it in neutral(its a jet boat so there is no true neutral the engine is always under load) and slowly accelerate it is fine. My question is Does anyone know that the problem could be here i cant figure it out. The only thing which i have come up with is that the exhaust may hits the water at part throttle (before it is on plane) and therefore the exhaust pressure is causing the sound but it sounds unlikely. Has anyone had a boat with this engine that can tell me if their engine also makes that sound. thanks Any suggestions would be a big help

Is it outboard? maybe fuel mixture, maybe theres an obstruction in the fuel line or fuel filter is gunked up.

it's an outboard motor in an inboard configuration. It is attached to a jet pump
