Portable LED Nav lights / USCG approval ??

I'm having trouble finding answers to my questions about USCG approvals. I posted here in hopes that some of you boat builders could point me in the right direction.
I'm in the process of designing a low cost, LED portable Nav light set, for inland small fishing vessels, with hopes of marketing it. Do Nav lights have to have certified USCG approval, or do they just need to meet USCG criteria? I've found information about certifying PFDs, but nothing pertaining to lighting. Just wondering if someone could provide me with a link to the proper authorities.

nav lights have to meet the regs about brightness and direction, and height.

+1. As long as the meet the regs, you can make them out of just about anything. The red/green nav lights need a visible ac of 112.5 degrees each for a total of 225 degrees of visibility from the bow, along with an all-white stern light which is visible in 360 degrees.
