I have an mercury 150 outboard that is harder to steer to the port side when underload. Out of the water or not underload you can one finger to both sides. Would this be related to the zinc tab installed over the prop?

Its always harder to turn to port then starboard because of the rotation of the prop. The zinc torque tab is used to help this issue.

The right handed prop on your motor wants to "walk" to the right side of the boat. This causes it to pull to starboard.

Loosen the bolt holding the zinc anode and rotate the fin on the anode full CCW, and tighten it. Expect the torque to be different at different trim settings. You can only compensate for some of them,

I will try. I was turning it clockwise from some other information I found. From the back I will turn CCW and see how much that helps.
